Calibration standards are meant for verifying coating gauges - These plastic foils and shims are acting as standards.

Plastic shims are used for quick measurements when placed over metal to protect the probe from rough or hot surfaces.
A thickness gauge can measure shim coating over a smooth metal surface (zero plate). Certified plastic shims can be placed over an uncoated metal - Not suitable for use with magnetic pull-off gages.
